… la confecció de la Declaració Universal dels Drets Col·lectius dels Pobles (1990). De fet, aquest dossier ha esdevingut una de les columnes centrals del CIEMEN i l’element articulador del seu llenguatge.

La segona cimera de la CONSEU va aprovar una Declaració amb l’objectiu de precisar el concepte mateix de “poble” i de definir quins són els seus drets col·lectius. La Declaració és una proposta perquè sigui assumida pels organismes internacionals. [ca]

The International Commission of European Citizens (ICEC) is an International NGO based in Brussels with delegations in Catalonia, Flanders, Scotland, Veneto, Euskal Herria and Sudtirol. It took its first steps in 2009, when few hundreds of International observers gathered in Catalonia, giving support to a grassroot Catalan movement of 60.000 volunteers who were organizing popular referendums around the country with the objective to gain a political majority to enable an official referendum to democratically determine the political future of Catalonia. ICEC became a structured European network that observe, analyse and take active part promoting different and diverse national and international campaigns which claim Democracy and citizenship participation as a key factor to engage European citizens interest into the necessary political debate among local communities and international groups. Democracy is not an entelechy but only exists when it is practiced, and with this founding core idea we work to promote a real political chain of transmission to transform popular will into institutional action and, therefore, achieve political realities based in people’s consensus.

Datuak: In 2013 ICEC promotes an international petition collecting 640.000 signatures demanding European Institutions to warrant the normal exercise of the right to self-determination within the EU.
