The UN Security Council voted in favor of Trump’s “peace plan” for Gaza, effectively giving the U.S. and Israel the mandate to push forward their vision for Gaza’s future – a future that, notably, features no consideration for what Palestinians want.

On Monday, the United Nations Security Council approved the Trump administration’s “peace plan” for Gaza.
The resolution calls for the establishment of an International Stabilization Force (ISF) to demilitarize and govern Gaza while Israel withdraws from the area. It also includes the formation of a ‘peace board’ in line with Trump’s plan, stipulating the deployment of international forces to stabilize Gaza, and grants the ‘peace board’ a mandate until December 2027.
U.S. Ambassador to the UN Michael Waltz said the ISF will be made up of “a strong coalition of peacekeepers, many from Muslim majority nations like Indonesia, Azerbaijan, and others.”
According to a U.S. official quoted by Axios, the stabilization forces would have an “executive” role, not a mere peacekeeping one, which means they would have the authority to disarm Palestinian factions and oversee security matters in the strip. This aligns with Israeli demands that the deployment of international forces should be under Chapter 7 of the UN Charter, which not only grants them executive powers but also facilitates the formation of these forces without approval from all parties.
The resolution also references the prospect of a Palestinian state if a “credible pathway” is established as a result of the plan.
“Congratulations to the World on the incredible Vote of the United Nations Security Council, just moments ago, acknowledging and endorsing the BOARD OF PEACE, which will be chaired by me, and include the most powerful and respected Leaders throughout the World,” posted President Trump on Truth Social after the vote.
The 15-member council voted 13-0, with Russia and China abstaining. Both countries had the option of vetoing the measure.
Prior to the vote, Russia had introduced a counter-proposal to the Security Council’s voting. The Russian version places the authority of running Gaza in the hands of the UN and its secretary general, and it refuses any previous conditions for reconstruction, such as disarmament. However, given the approval of some Arab states of the U.S. bill, observers expected Russia and China to abstain from voting on the U.S. bill, without vetoing it.
The vote is facing strong backlash from Palestine advocates across social media.
“The UN Security Council has just adopted the horrific US resolution with 13 yes votes and two abstentions,” tweeted human rights lawyer Craig Mokhiber. “Not a single member of the Council had the courage, principle, or respect for international law to vote against this US-Israel colonial outrage.”
“This proposal has been rejected by Palestinian civil society and factions, and defenders of human rights and international law everywhere,” he continued. November 17, 2025 is a day of shame for the United Nations, and for governments around the world on their knees before the U.S. empire and its violent Israeli client. But the struggle for Palestinian freedom will continue undeterred, with or without them.”
Prior to the vote, Hamas released a statement on Telegram rejecting the presence of an international force in Gaza.
“Assigning the international force with tasks and roles inside the Gaza Strip, including disarming the resistance, strips it of its neutrality, and turns it into a party to the conflict in favor of the [Israeli] occupation,” it read. “Any international force, if established, must be deployed only at the borders to separate forces, monitor the ceasefire, and must be fully under UN supervision.”
Meanwhile, Israeli Prime Minister Benjamin Netanyahu has continued to vocalize his long-held opposition to Palestinian statehood, while reportedly making side deals with Trump to ensure de facto Israeli control over Gaza.
“Our opposition to a Palestinian state in any territory has not changed,” he said during a government meeting on Sunday. “Gaza will be demilitarized, and Hamas will be disarmed, the easy way or the hard way. I do not need affirmations, tweets, or lectures.”
The Israeli newspaper Yediot Ahronot also reported that Netanyahu’s cabinet was making contacts in Washington to ensure a side understanding that ensures Israel’s liberty of military action in Gaza. This move comes in anticipation of the deployment of international forces, which could restrict Israel’s freedom of action in Gaza in the future. On Monday, Netanyahu also repeated that if Hamas doesn’t disarm by itself, Israel would disarm it, indicating Israel’s will to resume military action in the future.
Other Palestinian political factions collectively rejected the resolution. In a joint statement on Sunday preceding the vote, the factions called the U.S. resolution “a new attempt to impose another form of occupation on our land and our people.” The statement added that “any foreign intervention in Gaza is a violation of our national sovereignty and a continuation of our people’s suffering, and the only way to achieve stability is by ending the occupation, lifting the siege, and the respect of our people’s rights and inalienable rights.”
The resolution’s significance lies in that it aims to give Trump’s plan an international mandate, particularly in the deployment of international forces and forming a board to administer Gaza. The U.S. anticipated the resolution bill with the opening of a large military base in Kiryat Gat, near the Gaza Strip, to oversee the implementation of the first part of the ceasefire and the entry of humanitarian aid. Last week, the Washington Post reported that U.S. forces at Kiryat Gat have taken full control of the humanitarian aid entry to Gaza, instead of Israel. It was from Kiryat Gat that U.S. vice-president JD Vance and Jared Kushner stated that Gaza’s reconstruction will begin in the Israeli-controlled areas, east of the recently-drawn ‘yellow line’.
On Sunday, anticipating the UN Security Council vote, Israel’s defense minister Yizrael Katz said that Israel will demilitarize Gaza on the Israeli-controlled side, using for the first time by an Israeli official the term “new Gaza,” clearly pushing towards the division of Gaza. The resolution, aside from legitimizing the key elements of Trump’s plan – namely the peace board, and the deployment of international forces with the mandate of disarming Hamas and other Palestinian factions – remains vague on critical issues like reconstruction, leaving a gap to be filled by the US-Israeli vision of dividing Gaza.

A Polish firm plays a central role in providing trinitrotoluene (TNT), the key explosive used in Israel’s genocidal war on Gaza, according to “The Missing Ingredient: Polish TNT,” a report published today by a coalition representing the People’s Embargo for Palestine, Palestinian Youth Movement, Shadow World Investigations, and Movement Research Unit. Nitro-Chem, a state-owned company located in Poland’s northeast, produced 90% of the TNT imported by the U.S. to make the aerial bombs sent to Israel in recent years, the report claims.
Since October 2023, the Israeli Air Force (IAF) unleashed tens of thousands of bombs likely containing payloads of Polish-made TNT, resulting in the destruction of as much as 80 percent of Gaza’s buildings, including civilian infrastructure such as hospitals, schools, and refugee camps. “Based on information provided by the bomb’s U.S. manufacturer, General Dynamics Ordnance and Tactical Systems, the Polish company Nitro-Chem, and U.S. government databases, we can conclude that there is a high probability that a significant proportion of [Mk 84s] that Israel dropped on the Gaza Strip since October 2023 are filled with Polish-made TNT,” the report found.
Nitro-Chem contracts with U.S weapons manufacturers in the Mk 80 supply chain date back to at least 2016, with the most recent orders signed in April of this year featuring delivery dates continuing until 2029. The timing of one major contract at the height of the air campaign against Gaza in April 2024 suggests that the Israeli army was burning through its large supply of one-ton Mk 84s—a barrage that was already without recent military precedent. According to an estimate in Haaretz based on officer interviews, as many as two-thirds of the 50,000 bombs dropped by the IAF through the end of August 2024 were Mk 84s. Military experts described the display as one “not seen since Vietnam.”
Although the Biden administration placed a hold on Mk 84 shipments to Israel, it was lifted within days of Trump taking office in January. The hold Biden placed on the shipments was a hiccup, and the supply chain is as robust as ever, according to the report, with multiple contracts showing the three countries—Poland, the U.S., and Israel—eager to replenish the IAF’s bomb.
Israel requested to purchase 35,529 one-ton bombs from General Dynamics in February. Two months later, Nitro-Chem signed its largest ever deal to deliver 18,000 tons of TNT to Paramount Enterprises International—a U.S. intermediary that delivers the TNT to General Dynamics—between 2027–2029. According to the report,
“The agreement was signed in Poland by the CEOs of PEI and Nitro-Chem, in the presence of Poland’s Deputy Defense Minister, Cezary Tomczyk, who stated that Poland’s deals with the U.S. concerning TNT exports are “iron-clad.” The underlying mechanism of this partnership was detailed by [Polish investigative news outlet] Onet which in June 2025 investigated why Poland, despite an ongoing war on its eastern border for over three years, has been unable to produce basic artillery shells for its own military, while at the same time the country’s only NATO TNT producer, Nitro-Chem, sells enormous quantities of TNT to the United States at very low prices. The article quotes an anonymous military source, who said: “Polish politicians were told that if Poland wants the American security umbrella, we must continue selling them TNT. Breaking this contract was portrayed as an act against American companies in Poland.”
As with the bombs already dropped on Gaza, the replacements will fix Polish-made TNT into warheads at a General Dynamics factory north of Dallas. The company has been the prime contractor for Mk 80 bombs since the Vietnam War, when they became standard for the U.S. and its allies.
Israel would not have been able to decimate Gaza to this extent without the TNT production capacity of Nitro-Chem, which after the Cold War emerged as the largest producer of the explosive among NATO and EU members. During the October War of 1973, the Israeli Air Force (IAF) adopted the U.S.-made Mk 80 series, which features an admixture of aluminum powder to increase the heat and destructiveness of the charge. Israel’s air campaign in Gaza mostly featured the largest bombs in the series—the 1,000-pound Mk 83 and the 2,000-pound Mk 84. By April of 2024, Israeli pilots had detonated around 75,000 tons of Polish-made TNT on the densely populated enclave. In nuclear terms, this is an explosive force equivalent to a 75-kiloton fission bomb—significantly more than twice the combined yield of the bombs dropped on Hiroshima and Nagasaki.
Along with Vietnam, the Mk 80 supply chain echoes another dark chapter of history—one closer to the mixing site of its main ingredient. The Nitro-Chem plant is located on the former grounds of one of the biggest arms factories built by the Nazis between 1940 and 1944. The authors of the TNT report note that, during the German occupation, Polish resistance cells repeatedly “infiltrated the plant and carried out acts of sabotage.” No such acts have been reported in recent years, as the TNT used in the Gaza genocide uses roads and train tracks in the vicinity of multiple Holocaust memorials, including the site of a mass grave known as the Valley of Death, and the Potulice Concentration Camp, where an estimated 25,000 prisoners were processed.
This irony is not lost on the report’s authors who write, “We call on Nitro-Chem and the Polish authorities to immediately cease the supply of TNT for the production of Mk 80 series bombs and artillery used by Israel, as well as direct supplies of explosives to Israel. Their failure to do so may meet the legal criteria for aiding and abetting genocide and other international and domestic crimes.”

He said Hamas and other factions sent detailed memoranda warning that the plan would “impose guardianship” on Gaza, sideline Palestinian institutions, and fail to protect civilians from renewed Israeli attacks. Hamdan added that the outreach also included the Arab and Islamic blocs, urging them to back an alternative framework grounded in Palestinian sovereignty and civilian protection.

China abstained on the US-drafted Gaza resolution, calling it “deeply worrisome” and “incomplete.” As a permanent Security Council member, Beijing could have vetoed the proposal but chose not to. Its UN envoy Fu Cong said the text “doesn’t demonstrate the fundamental principle of Palestinians governing Palestine,” stressing that “Gaza belongs to the Palestinian people, not to anyone else.”
Additionally, he warned the US provided no details on the International Stabilization Force or the Trump-led Board of Peace, including their “structure, composition, terms of reference and criteria of preparation.” Fu also said the resolution fails to ensure meaningful UN or Security Council oversight.

A lot of people are upset that China and Russia didn’t veto yesterday’s UN Security Council resolution. But that reaction is emotional, not strategic. Here’s the reality.
Because the Palestinian Authority supported the resolution, Beijing and Moscow were not going to veto something the recognized Palestinian government itself endorsed. That’s the entire principle of multipolarity: respecting sovereignty, even when you disagree with the decision being made.
And that’s exactly what China and Russia did. They honored the position of the Palestinian Authority, and they still made their objections clear by speaking out forcefully and abstaining. That abstention was not weakness; it was a very public, very deliberate protest.
