United States uh and its allies to

impose these unilateral coercive

measures which are against international

law but until now we’re hard to resist

for individual

countries we see an expended breaks

however some argue the unity of the

breaks on some of the most important

issues that is core to the existence of

bricks and needs to be strengthened uh

bricks I think that the expansion of the

bricks is uh is very helpful for the

bricks countries but but also in my view

for the world what we’re seeing with the

bricks is the formation of a truly

multilateral world and we’re seeing

because of the actions of the bricks the

determination of the bricks countries to

say look we subscribe to the UN hard but

not to the unilateral pressure of the

United States or a few countries and I

think this this is a correct approach uh

with more countries joining in basically

there will be more opportunity for an

emphasis on Peaceful sustainable

development on cooperation of new

Financial flows a new monetary approach

as well and while my hope always is that

that the world hangs together and

doesn’t uh simply fall into competing

blocks because that is very dangerous I

think the bricks can be a stepping stone

to a true global system but a truly

multi-polar system not the kind of us Le

system that the United States has

perceived for decades and is is an idea

that is way out of date if it was never

really applicable but it’s certainly Far

I think from Russia’s point point of

view the bricks is partly a solution to

this frankly which is uh like-minded

countries very significant very

substantial uh that have friendly

relations and that want to handle

matters not on the battlefield but

7:45

actually collegially uh and even finding

7:49

common solutions to what has been a lot

of bullying by the US now I use these

terms because though I’m an American

I’ve been saying to American government

officials for decades if you want other

countries to use the US dollar don’t

bully them don’t confiscate their

8:09

currencies don’t freeze their reserves

8:12

and so what I’m saying is something I’ve

been saying for a long time which is

8:17

that in a way the US is pushing lots of

the rest of the world together it’s not

8:23

that they’re coming together

8:24

intrinsically in an anti-western way

8:27

it’s that the US is putting sanctions

8:29

all over the world uh it’s sanctioning a

8:32

tremendous number of countries dozens of

8:34

countries it vastly exaggerates its

8:38

power and it applies sanctions that the

8:41

UN General Assembly has said for many

8:44

decades are simply illegal because

8:47

sanctions should be approved by the UN

8:49

or not used in this coercive manner so I

8:53

believe that the bricks is as long as

8:55

the bricks continue to say which they

8:58

have been saying and I really call on

them to continue to say it that they

9:03

stand for the UN Charter that they stand

9:06

for multilateralism that they stand for

9:09

peaceful cooperation it’s not fair to

9:12

call them anti-western what they are is

9:16

anti-coercion by the West that’s a quite

different thing Professor uh on the

other hand we also see some uh economies

9:25

and countries interested in uh join the

9:30

uh bricks or uh coming into the

9:34

conversation of bricks however we see

some of them uh yet to make their

commitment even though they are some of

9:42

the largest economies and emerging

economies in the world so how do you see

this uh should I say cency as some

describe among some of the countries uh

about the nature of bricks and whether

they want to be part of

it well part of it uh is the hesitancy

comes from us pressure directly don’t

join the bricks uh and so countries that

are part of traditional US security

relations for example are being told

under no uncertain term should you join

the bricks and so that’s where hesitancy

comes from they may feel that this is a

good deal that they want closer

relations with China that they want an

expanded relationship for example with

10:31

the Bel and Road initiative which I

regard as an extremely positive and

10:36

important Global development initiative

and countries are benefiting from that

close relationship with China so they

10:43

want to be part of the bricks but the

10:45

United States often is saying don’t do

10:48

that that’s against us and so forth well

the main argument that is pushing many

10:54

countries uh in the other direction is

10:57

the kind of hostility and I’m sorry to

say arrogance that has come from the US

11:04

and its allies for NATO for example for

11:08

a long time NATO’s Doctrine it’s it’s

11:12

literal Doctrine article 10 of the NATO

treaty for example on NATO expansion is

11:17

that NATO expansion is not the business

11:19

of any Third Country so if the US wants

11:23

to expand uh NATO into Ukraine it’s

11:27

literally under NATO

11:30

uh no business of Russia even though

11:32

it’s all about Russia and it’s on

Russia’s border well that’s a kind of

11:37

arrogance or huis that has led to this

enormous backlash countries that are

aiming to join the bricks field that

they’re not even listened to uh and they

11:50

face uh heavy costs from the US and its

11:55

allies who take measures that are

against their interests that are even

dangerous for them uh they tell these

other countries don’t trade with Russia

for example and they these countries say

but we have normal relations with Russia

the United States says no no we will

sanction you we will punish you we will

bullying pushes other countries to want

all costs to avoid this kind of approach

I think the bricks emphasis on payment

systems on Finance on trade on uh

actually scientific technological and

academic scholarly and cultural exchange

is wonderful uh I think that the notion

uh of uh keeping security uh in a un

context but then making the UN effective

because it’s not effective when the veto

power really is a blockade uh to
