Every European should read this thread by their chief diplomat because it really illustrates the extent to which Europe really misunderstands the current geopolitical situation.

The only thing correct in his thread is when Borrell writes that “to tackle the challenges facing us in the 21st century, we need a fair assessment & decisive action”… Yes! Then why do you, in the same breath, proceed to wrongly assess these challenges?

He says Europe is surrounded by “a ring of fire” because Russia “sees the whole West as his adversary”, making it “Europe’s main existential threat”, and because of the Middle-East being “plunged into the worst cycle of violence in decades” for which Europe was “not prepared”. His answer to this is “principles, cooperation, strength”. “Principles” means “respecting EU values always, everywhere”. “Cooperation” means a very confusing mix of “reducing dependencies and work with those who do not share our values”, more taxes to “afford climate change or pandemics” and “adapt current multilateral & financial tools”. “Strength” means more EU military capabilities.

I find it astonishing that Europe still doesn’t seem to understand two key things:

1. That things do not happen in a vacuum. Russia didn’t just wake up one day seeing the West as its adversary and the war in the Middle-East didn’t start on Oct 7th.

2. That having a “EU values” or “Western values” based approach to foreign relations is largely the problem and certainly not the solution.

I won’t retell the history of the Ukraine conflict with NATO expansion, the Maidan coup, the non-respect of Minsk, etc. The fact is that history will be extremely clear: the Ukraine war was anything but “unprovoked”, as you always hear. Same thing with Oct 7th: you have 70+ years of history leading up to it, and first and foremost a dereliction of duty by the West with its largely unconditional backing of Israel against the Palestinians. And guess what: when you back one actor vs another in a confrontation, both wrt Ukraine and Gaza, it obviously heightens tensions and ultimately leads to hot conflict where the party whose adversary you support sees you as an adversary too… It’s basic common sense. As such this “ring of fire” Europe is surrounded by is of its own making to an immense extent.

And “values” is a key culprit in this. Because when you start thinking of “diplomacy” in terms of values, when you start using vocabulary like “there are those who are like-minded partners, those who share our values, and those who don’t”, then you automatically start seeing the world in a way where you put values above a very pragmatic assessment of where your interests lie, you become ideological instead of rational.

That’s a key reason why both Ukraine and Gaza happened. Ukraine was an attempt to transform the country into a Western bulwark against a Russia that was seen as “not like-minded” and whose protestations where largely ignored because of that. Had the EU been pragmatic, it would have understood its interests lied in not playing with fire and focus on establishing a security architecture that prevented war instead, no matter what form of government Russia had. The EU will say “but the Ukrainians had a right to prefer aligning with us than Russia, our values call for the promotion of democracy everywhere.” And that’s the crux of the issue: this is values superseding interests and in the end everyone is worse off.

Same with Gaza: why the support for Israel? You hear it all the time, it’s “the only democracy in the Middle-East”. Who the hell cares? It was always obvious that the Palestinians would never give up and that you either found a sustainable solution for the conflict, which inevitably meant putting a lot of pressure on Israel, or something like Oct 7th would happen. Again: values superseding interests and in the end everyone is worse off.

We should also not ignore the role of the US, which is the elephant in the room in Borrell’s thread. They’re not mentioned at all but they played a much larger role than the EU in causing all this and I think that they did so with much more cynical geopolitical calculations, gaslighting naive EU with a values-based discourse.

Take Ukraine. For ever the US strategic doctrine has called to prevent a united Eurasia, because a strong united Eurasia would be an insurmountable force for the US. Ukraine achieves just that: a durable division between Russia and Western Europe that is likely to persist for decades. This is a strategic godsend for the US and, seeing all the very well documented efforts they spent on Ukraine prior to the war in order to prep it, it’s hard not to see the US as a key – if not THE key – actor in the war’s breakout. Same with regards to Israel: the support has always first and foremost been American… Or take the “war on terror” beforehand which led to an unprecedented wave of refugees coming to Europe…

When you talk “values” and “like-minded partners” first, you shield yourself from the hard reality that your biggest “like-minded partner” had a predominant role in surrounding you with the “ring of fire” you complain about…

So taking a step back, the biggest issue the EU actually has is a massive lack of hard-nosed pragmatism and strategic thinking. And it should do the very contrary of “respecting EU values always, everywhere”. By all means respect your values internally, stay true to yourself, but do not use it as a prism through which to see international relations because it led to the very disaster the EU currently finds itself in, and ironically leads to a place where the EU ends up causing or at least supporting immense human disasters that run contrary to our most fundamental and universal human values.
