International Criminal Court judges refuse to be bow to Trump’s sanctions as he tries to exempt Israeli and American officials from the rule of law: “We are not going to be intimidated.”
The UK government officially admitted that it threatened ICC Prosecutor Karim Khan in an attempt to dissuade him from continuing investigations into crimes perpetrated by Israel in the Gaza Strip.
The admission came following a request from a research unit at the University of Westminster, months after the British Foreign Office had denied commenting on the matter.
Documents revealed that former British Foreign Secretary David Cameron was the only person to make the call to the prosecutor on April 23, 2024, threatening to withdraw UK funding from the court if it continued investigations targeting senior Israeli officials over alleged war crimes in Gaza.
This acknowledgment comes after Middle East Eye revealed the call in June 2024, yet the British Foreign Office did not officially confirm its authenticity until January 2026.

Theodor Meron survived the Holocaust. Today, he advises the International Criminal Court on suspected Israeli war crimes. In an interview, he talks about why he still believes in international law and what motivates him to keep going.

He travels extensively, to Oman, Singapore and the U.S. Eventually, the interview took place at Trinity College, Oxford University, where the former Israeli ambassador and former president of the International Criminal Tribunal for the former Yugoslavia still teaches as a visiting professor and holds the title of Honorary Fellow for life. When Meron walks across the campus, students greet him with a cheerful “Hi, Judge Ted.” For the interview, the Trinity president has made her living room available. In the college courtyard, a small tree grows in memory of Meron’s late wife, Monique.

Theodor Meron, born in 1930 in Kalisz, Poland, is an internationally renowned jurist and expert for international law and human rights. He is a survivor of the Holocaust and emigrated to Israel and then studied law in Jerusalem, Harvard and Cambridge. In his long career, Meron has been a legal adviser to the Israeli Foreign Ministry and the Israeli ambassador to Canada. He has taught at renowned universities like the New York School of Law and Trinity College in Oxford in addition to working as an advisor to international organizations like the International Committee of the Red Cross. He has also published several books.
Meron is best known for his roles as judge and president of the International Criminal Tribunal for the former Yugoslavia and the International Residual Mechanism for Criminal Tribunals. Most recently, Meron appeared as part of a panel of experts advising the chief prosecutor of the International Criminal Court. To this day, he is considered one of the most influential personalities in the field of international law.
DER SPIEGEL: Mr. Meron, last November, the International Criminal Court (ICC) issued an arrest warrant for Israel’s Prime Minister Benjamin Netanyahu. Friedrich Merz, soon to become Germany’s chancellor, announced that he would still allow Netanyahu to visit Germany. What do you think about that statement?
Meron: If Mr. Merz wants to avoid the embarrassment of arresting individuals for whom warrants have been issued, he could simply ask them not to come to Germany. I believe in the rule of law. And I expect heads of state to act accordingly.

DER SPIEGEL: Netanyahu recently visited Hungary, which, like Germany, is a member state of the ICC. He was not arrested. Instead, Hungary announced its withdrawal from the institution. Is Hungary able to evade its obligation to arrest Netanyahu in this way?
Meron: No. The withdrawal only becomes effective one year after it is announced.
DER SPIEGEL: Do you fear that other states might follow Hungary’s example?
Meron: In the history of the ICC, only three states have withdrawn, and none of these withdrawals has sparked a wave of additional withdrawals.

DER SPIEGEL: You are part of an expert group advising the ICC’s chief prosecutor, Karim Khan. You also provided your assessment regarding the arrest warrants for Netanyahu, former Israeli Defense Minister Yoav Gallant, and top Hamas officials.
Meron: As a group, we agreed not to comment further once the decision was published – and following an op-ed in the Financial Times. Everything has been said.
DER SPIEGEL: In your statement, you speak of sufficient grounds to believe that the suspects committed war crimes and crimes against humanity. It is a grave accusation that caused an uproar in Israel. The fact that the chief prosecutor sought expert advice for such a decision is unprecedented. Was Khan seeking reassurance?
Meron: I don’t know. But I see nothing problematic in consulting experts on a difficult question.
DER SPIEGEL: Your role in the panel drew particular attention, not only because you served as a judge at the ad hoc tribunals for Rwanda and Yugoslavia. You also once served as an Israeli ambassador, and you are a survivor of the Holocaust. What reactions have you received?
Meron: Many people, perhaps most, expressed support. I was made aware that certain individuals were not thrilled about my role in the expert panel. Naturally, this included people in Israel, but also in the U.S. When I was appointed special adviser to the ICC on international humanitarian law in 2022, I asked to be recused on cases involving Israel – because I had lived there and worked for the Israeli government.
DER SPIEGEL: Yet you agreed to serve.
Meron: I was in New York when Khan called. I told him I would have preferred not to be asked. But I spent 20 years as an international criminal judge and have studied humanitarian law for decades. It would be hypocritical to focus only on the crimes of others. I had to agree.

DER SPIEGEL: When the arrest warrants were issued, Benjamin Netanyahu accused the ICC of anti-Semitism. What do you think of these accusations?
Meron: Israelis often feel they are being anti-Semitically discriminated against by international institutions. I wouldn’t work with Khan if I thought he was anti-Semitic or anti-Arab.
DER SPIEGEL: You were born in Poland in 1930. In your 2021 book “Standing Up for Justice,” you describe a peaceful childhood – kayaking in the summer, ice skating in the winter. What were your experiences of the Nazi regime?
Meron: Those weren’t the best years of my life, to put it mildly. Before that, I had grown up sheltered, perhaps even spoiled. My family leased forest plots for logging, and I spent my summers in the woods. I don’t recall anti-Semitism during my elementary school years. But that changed within a matter of days. My hometown, Kalisz, was only about 200 kilometers from the German border at the time. Three days after the war began, the city was already occupied. By then, my parents, my brother, and I had fled with a horse-drawn cart. A bomb killed our horse, so we carried our luggage. Bridges were bombed; we waded through rivers.

DER SPIEGEL: You eventually sought refuge in Częstochowa, where your maternal grandparents lived.
Meron: We lived there in ghettos for several years. When the ghettos were liquidated, I was sent to a labor camp, producing ammunition for HASAG, a German arms company. To this day, I sometimes think I only survived because I supported the Germans. But of course, it was better than being in a concentration camp. Almost all my family members who remained in Poland were murdered in Treblinka. Only a few uncles, my father and I survived.
DER SPIEGEL: You were forced to work as if you were a young man. But really, you were still a child.
Meron: There were no children I could talk to or play with. Added to that was the complete loss of privacy, of autonomy. I had to obey. For many years, I dreamed of black-clad SS men chasing me. It was also hard for me to not be in school anymore. When we were liberated, I felt above all a great hunger for normality and education. That has shaped my life ever since.

DER SPIEGEL: You have dedicated your life to the law.
Meron: I don’t delude myself into thinking that one person can achieve much. But I wanted to contribute to an international community where people don’t kill each other because of their religion or ethnicity. Where such crimes are no longer possible or at least much rarer. That became the guiding principle of my work, and I have never regretted it.

DER SPIEGEL: You’ve had a long career: as an adviser to the Israeli government, as ambassador to Canada, as an adviser on international law at the U.S. State Department. You’ve taught at various universities, and at 70, you became a judge with the Yugoslavia tribunal. Most people are retired at that age. Are you unable to just sit still?
Meron: I believe in change. It can be difficult, sometimes frightening. But it’s good for you. So I have changed everything – professions, places, interests – over and over again.
DER SPIEGEL: The conflict in the Middle East seems more entrenched than ever. Do you still believe peace between Israelis and Palestinians is possible?
Meron: It can only happen with a two-state solution, but at this point, only incurable optimists believe that might happen. The crimes committed by Hamas on October 7, 2023, make it very difficult for many in Israel to work toward peace. October 7 was one of the most barbaric attacks I have ever seen. Civilians, even children, were killed and tortured, women were raped, and hostages were taken. On the Palestinian side, the war that has reduced Gaza to rubble has led to a sharp rise in anti-Israeli sentiments.

DER SPIEGEL: The U.S. magazine Foreign Policy described you in a profile as “the man trying to save Israel from itself.” Is your goal really that of saving the country that became your home after you fled Poland?
Meron: That moniker referred to my time in the Israeli Foreign Ministry, specifically to a legal opinion I gave at the time. It was in September 1967, shortly after the Six-Day War, when the office of then-Prime Minister Levi Eshkol asked me for a legal assessment of whether settlements in the West Bank were consistent with international law. At the time, the occupation had just begun.
DER SPIEGEL: You said no.
Meron: I made it clear that establishing civilian settlements in the West Bank violated the Fourth Geneva Convention, which deals with the rights and duties of occupying powers and the rights of populations in occupied territories. I said: You cannot do this. If the government had followed my assessment, we would be much closer today to peace between Arabs, or Palestinians, and Israelis.
DER SPIEGEL: Prime Minister Eshkol ignored your assessment. Today, half a million settlers live in the West Bank. Could you have done more?
Meron: At the time, I made it absolutely clear what the law was. That is the role of a legal adviser. Today, we often talk about right-wing parties supporting the settlement movement. However, the first settlements were established under a prime minister from the left-wing Labor Party, Avoda. But even I didn’t think the settlements would grow to this scale.

DER SPIEGEL: The idea of a two-state solution was part of the Oslo peace process between 1993 and 1995. Internationally, it is still often presented as the goal. In reality, the concept seems long outdated. In the West Bank, Jewish settlers frequently harass Palestinian residents and according to the UN, there have been hundreds of cases of settler violence since October 7, 2023. The Gaza Strip is nearly uninhabitable.
Meron: On the Arab side, I would expect the disempowerment of organizations like Hamas. Only then can there even be a dialogue with the Israelis. But Palestinians also need to be able to hope for a better future, and it is up to the international community to contribute to that. The best chance for a change in the situation would be if the United States exerted pressure on Israel to accept a two-state solution, stop building new settlements, and negotiate the fate of the existing ones. The likelihood of this happening under the Trump administration is slim, to put it mildly.
DER SPIEGEL: You seem cautious in criticizing the U.S. president.
Meron: As a former judge, adviser to the attorney general, and former adviser at the U.S. State Department, it is not appropriate for me to specifically criticize President Trump. I don’t want to offer any grounds for attacks on the cases I have been involved in.
DER SPIEGEL: In the 1980s, you gave up your Israeli citizenship. What is your connection today to the country you once served?
Meron: I no longer have a close relationship with Israel. Most of my family lives in the United States. When you leave Israel, you become a black sheep. My criticism of its policies is well-known, and there are few people in Israel who agree with my position on the settlements, so I have little reason to return. If you’re a black sheep, you’re a black sheep. You can’t change that. And if I have to be the black sheep, so be it.

DER SPIEGEL: In your book, you quote the Talmud: “We do not see things as they are. We see things as we are.” Can a survivor of genocide judge war crimes neutrally?
Meron: I took on the positions of judge and legal adviser because of my experiences, of course. As a Holocaust survivor, I specialized in human rights and humanitarian law. In a way, I see this as poetic justice. And naturally, there is an expectation of me to empathize more strongly with victims. But I have never allowed myself to favor one side. If you cannot handle this intellectually, morally or emotionally, you cannot be a judge.
DER SPIEGEL: Gaza is almost completely destroyed, the Sudanese army is alleged to have used chemical weapons, and more crimes committed by the Assad regime in Syria are coming to light. It seems humanity has learned nothing. Does international law even work?
Meron: After the Nuremberg Trials in the 1940s, there was no international criminal justice for half a century. Since then, we have achieved a great deal. The UN war crimes tribunals achieved spectacular successes in prosecuting individuals accused of genocide, crimes against humanity and war crimes. They provided defendants with fair and proper trials. They advanced the law on crimes such as rape and torture. They established that the rules of war applicable to international conflicts also apply to non-international armed conflicts.
DER SPIEGEL: The ICC’s arrest warrants for Netanyahu and Gallant and the International Court of Justice’s (ICJ) investigation into allegations of genocide in Gaza are already seen by many around the world as convictions. What does it mean for international justice when public opinion outpaces investigations?
Meron: People have conflicting views about the purpose of international justice. Some think it should contribute to reconciliation and peace. Others believe judges should bring closure to victims. Victims want redress and retribution. That’s not surprising; they have suffered terribly. They expect convictions and punishment. As a judge, you cannot let yourself be guided by external expectations. Otherwise, politics might as well decide. You must only be guided by the integrity of the law, fairness and due process. So far, we’ve largely succeeded in that.

Yesterday, Zionist settler thugs attacked the village of Birzeit, near Ramallah. They uprooted trees and deliberately let their flocks loose on Palestinian families’ lands—lands that are not only a source of livelihood, but a source of dignity and rootedness.
When one woman from the village dared to shout at them and confront them, the settlers attacked her. She was attcked and had to be hospitalized and was placed in intensive care. Thank God, today her condition is stable.
When her son and other relatives saw what was happening, they did what any human being would do: they rushed to defend her and pushed the attackers away.
Now here is the real question: What did the Israeli army do? They did not arrest the settlers.
They did not protect the family. They did not stop the attack. Instead, they beat the Palestinians and arrested the son who defended his mother. As of now, we have no news about him.
Let us call this what it is: Zionist terrorism. The problem is not only the settlers. The problem is the system that empowers them.
The problem is the immunity they enjoy. The problem is the protection they receive from the army. The problem is the ideology that sees Palestinians as disposable, as obstacles, as people without rights.
This is not an isolated incident. This is happening everywhere in the West Bank. Day after day. Village after village. Family after family. Farmers, shepherds, children, elderly people—all are victims of this organized lawlessness.
The family I mentioned happens to be Christian. But let no one think this is about Christians or Muslims. This is about Palestinians. All of us. We are all now exposed. All unprotected. All living under a system where the attacker is shielded and the victim is punished.
This is injustice in its naked, brutal form. A system that protects violent settlers and arrests a son for defending his mother is not a system of law. It is a system of oppression and apartheid.

The group’s aim, according to the report, is to specifically recruit new fighters, including former soldiers of the French army.
The starting point for the investigation is, among other things, a photograph published in September 2025 showing approximately 20 armed men in uniform gathered around an armored vehicle. The image was shared via Instagram and forwarded in far-right networks. The comments contained overt Nazi references, including the term “Einsatzgruppen”—the name given to the mobile killing squads of the Nazi regime responsible for the mass murder of Jews, Roma, and political opponents during World War II.

According to Streetpress, the author of this comment is a French neo-Nazi from Lyon who goes by the pseudonym “Kenneth” and has been mentioned in several media reports. The man reportedly has swastikas and SS emblems tattooed on him and traveled to Ukraine in 2022. In the spring of 2023, he was joined by other French citizens, including a far-right hooligan suspected of involvement in an attack on a parliamentary staffer for the left-wing party La France Insoumise, and a former activist from the far-right student organization Groupe Union Défense (GUD) with a history in the French Foreign Legion.”
