UN Security Council resolution a violation of Palestinian right of self-determination and UN Charter, UN expert warns

GENEVA – A UN expert today expressed serious concern with the Security Council’s adoption of Resolution 2803, warning that it runs counter to the Palestinian right to self-determination, consolidates Israel’s unlawful presence in the occupied Palestinian territory, including ongoing unlawful policies and practices, and therefore risks legitimating ongoing mass violence.

“I welcome the UN Security Council’s renewed attention on Gaza and the urgent need for a permanent ceasefire,” said Francesca Albanese, Special Rapporteur on the situation of human rights in the Palestinian territories occupied since 1967.

“But I am deeply perplexed. Despite the horrors of the last two years and the ICJ’s clear jurisprudence, the Council has chosen not to ground its response in the very body of law it is obliged to uphold: international human rights law, including the right of self-determination, the law governing the use of force, international humanitarian law, and the UN Charter.”

“Article 24(2) of the UN Charter makes clear that in discharging its duties, the Council ‘shall act in accordance with the Purposes and Principles of the United Nations.’

“Rather than charting a pathway toward ending the occupation and ensuring Palestinian protection, the resolution risks entrenching external control over Gaza’s governance, borders, security, and reconstruction. The resolution betrays the people it claims to protect.”

The resolution was adopted on Monday (17) with 13 votes in favour and two abstentions from Russia and China.

Albanese stressed that Resolution 2803 replaces clear legal obligations towards Palestinians with a “security-first, capital-driven model of foreign control” that entrenches existing power asymmetries. “The mandate to ‘secure borders,’ ‘protect civilians,’ and ‘decommission weapons,’ focuses almost exclusively on disarming Palestinian armed groups while doing nothing to end the root cause of the violence: Israel’s ongoing unlawful siege, occupation, racial segregation and apartheid, and ethnic cleansing,” she said.

“A military force answering to a so-called ‘Board of Peace’ chaired by the President of the United States, an active party to this conflict that has continually provided military, economic and diplomatic support to the illegal occupying Power, is not legal,” the expert said. “It is a brazen attempt to impose, by threat of continued force against a virtually defenceless population, US and Israeli interests, plain and simple.”

“Essentially, it will leave Palestine in the hands of a puppet administration, assigning the United States, which shares complicity in the genocide, as the new manager of the open-air prison that Israel has already established.”

“If the OPT, including Gaza, requires an international presence, it should be mandated to supervise Israel’s immediate and unconditional withdrawal from the occupied Palestinian territories, in line with the ICJ’s 2024 advisory opinion and General Assembly resolution,” the Special Rapporteur said. “Such a presence should protect civilians, guarantee the cessation of hostilities, prevent further displacement, ensure accountability for grave breaches, and support the Palestinian people in exercising their right to freely determine their political future.”

Albanese warned that as long as Israel remains physically present in any portion of the OPT, including the Gaza Strip, it is an internationally wrongful act that all States, including the United States, are bound not to recognise, aid or assist.”

“The ICJ was clear: self-determination is an inalienable right of the Palestinian people and the UN and all States have an obligation to assist in its realisation. This can only begin with the immediate and unconditional withdrawal of Israel’s unlawful presence in the occupied Palestinian territory. Replacing an abusive trustee with another is not self-determination, it is unlawful”.

The Special Rapporteur said that Palestinians do not need a surveillance force over the ruins of their destroyed homeland. “They need a protective international presence that ends Israel’s unlawful occupation, stops the genocide and restores their capacity for self-governance. Protection means lifting the blockade, ensuring unhindered humanitarian access, supporting Palestinian-led governance, guaranteeing the right of return and enforcing international law in full,” she said.

Albanese also warned that the plan has already been used by some States as a “political pressure valve” to suspend discussions on sanctions and other concrete measures necessary to halt serious violations. “States cannot ignore serious breaches of peremptory norms because a political plan offers temporary diplomatic convenience.”

“I therefore urge all states, especially those that voted in favour of the resolution, to interpret and implement it in a manner consistent with binding international law,” she said. “To sideline international law renders the UN complicit, undermines the UN Charter and can only lead to “intensifying human carnage”.

“This is an existential moment,” Albanese said. “The international community must not allow Gaza’s future – or the future of the Palestinian people to be decided without their agency and consent. Only an approach rooted in justice, legality, and self-determination can lead to genuine peace.”

The UN Security Council is dead. Today it lost whatever shard of legitimacy it had left. A new world order will emerge from its genocidal ashes.

Britons aren’t “emigrating.”

They’re evacuating. A quarter of a million people didn’t quietly move abroad, they ran. Nearly 1 million Britons have fled since 2021. That’s not migration. That’s a collapse event. The Telegraph tried to spin this as a Tory “border victory,” but the numbers tell a darker truth, the British establishment has created a country its own citizens no longer want to live in. An empire is now eating itself.

Russia doesn’t need to fire a shot.

The new ONS revision is catastrophic: 257,000 Britons fled in 2024 alone, more than triple what the government admitted. Over four years, 992,000 citizens departed, the kind of mass exit you associate with failing states, not the self-proclaimed “mother of parliaments.” For decades Westminster warned that outsiders would change Britain. Yet by design, the British elite hollowed it out from within.

And the cause isn’t complicated. When a state becomes fiscally insolvent, it turns predatory. Britain’s political class, red and blue alike, spent years gutting industry, privatizing public wealth, and financializing the economy until nothing remained except the temptation to cannibalize the very people keeping the lights on. Reeves didn’t “fix the books.” She detonated the tax base. Her raids on non-doms, inheritance, foreign earnings, and professionals didn’t raise revenue, triggered the largest silent tax revolt in modern British history. The wealth didn’t hide. It simply fled.

Elite flight is the final indictment. Football icons, tech founders, CEOs, financiers, from Rio Ferdinand to Goldman Sachs leadership to Revolut’s architects, all bolting to the UAE, Dubai, Singapore. These aren’t fringe cases. When the people with the most options flee first, the message is clear: the country is not safe for success, and staying is irrational.

And beneath it all lies the deeper rot, more than two decades of austerity, NHS collapse, energy insecurity, deindustrialization, and a political class addicted to the City’s paper empire while real Britain withers. The elite didn’t mismanage Britain, but rather harvested it. Now, with the middle class drained and the wealthy gone, the state’s next instinct is control. The creeping push toward digital ID, financial surveillance, and “compliance regimes” isn’t modernization, it’s preparation for a population that no longer consents. When the game of manufactured consent fails.

What the Telegraph accidentally revealed is that Britain’s greatest migration story isn’t who’s arriving. It’s who’s fleeing. Illegal migration is a manufactured symptom. This is the disease. A nation losing nearly a million of its own people isn’t defending its borders, it’s losing its core. And the most humiliating part? Russia, China, or anyone else didn’t have to lift a finger. The British establishment did the job themselves.

For a political class still clinging to imperial pretensions, this is the ultimate irony: Russia didn’t sanction you. China didn’t isolate you. Your adversaries didn’t fire a shot, didn’t deindustrialize you, didn’t sabotage your energy grid.

The British state did all of that, to itself. In peacetime.

Novelist Sally Rooney has spoken of her fears for the welfare of six Palestine Action prisoners who are on hunger strike at New Hall, Bronzefield, Peterborough and Pentonville prisons.

Speaking to the Guardian, the Normal People author condemned the “years-long imprisonment without trial” of dozens of activists following break-ins at British weapons factories supplying the Israeli military.

Their detention “constitutes a serious violation of human rights,” said the Irish author.

Two of the hunger strikers have been without food since 2 November, while the most recent participant joined 10 November, with more expected to follow. They are calling for the ban on Palestine Action to be lifted and for the UK sites of Israeli arms maker Elbit Systems to be shut down.

Rooney said in September that she had been advised not to travel to the UK after she expressed support for Palestine Action, which became a crime after the group was designated a terrorist organisation in July.

She has also vowed to use royalties from her books to support the group.

When even The Telegraph, one of London’s loudest Ukraine cheerleaders – admits “Zelensky is losing touch with reality,” you know the fairy tale is over. The money’s gone, the front is collapsing, and the corruption gods are swallowing what’s left.

Over one week, Russia decimates Ukraine’s energy grid, again, while NABU accuses Zelensky’s inner circle of skimming $100m from air-defence contracts for nuclear plants, and his TV business partner bolts to Israel hours before the raid. This is the same president who tried to bring NABU under his control last July until street protests forced him to back off. That’s not “bad optics.” That’s a regime trying to slam the lid on its own laundromat. And there are believable whispers the corruption goes much deeper, for Zelensky and his handlers.

So what does Zelensky do? He flies to Paris to sign letters of intent for 100 Rafales, SAMP/T systems and Ground Fire radars, after already promising 150 Gripens to Sweden and LNG deals via Greece, with a $60bn budget hole and open admission that Kiev runs out of money by February. The “plan” is a €140bn EU loan collateralized on frozen Russian assets at Euroclear that Ukraine can never repay unless Russia pays reparations after losing the war. That isn’t strategy. It’s psychosis, nearly rivalling Hitler’s final days in the bunker.

Meanwhile reality keeps breaking through the client media’s spin, Pokrovsk has de-facto fallen, Russia pushing westward across Zaporizhzye with speed, desertions running at four times last year, and former Zelensky loyalists warning of “the loss of statehood” and a defence that is “falling apart.” Cemeteries are filling faster than London can create new spin.

The Telegraph frames this as a tragic phase in a noble struggle, a desperate leader clinging to symbolic arms deals as the storm gathers. But look closer and you see something darker, a bankrupt puppet state signing fantasy contracts it will never pay for, fronting for a Western war machine that has already written off Ukraine’s future and is now looking for someone to blame when the collapse becomes impossible to hide.

Zelensky isn’t the only one losing touch with reality. The real delusion lives in London, Brussels and Washington, in the minds of people who genuinely believed they could bankrupt Russia, loot frozen Russian assets, launder tens of billions through “aid,” and somehow walk away with a victory parade and a reconstruction bonanza. Instead, they are left with a shattered country, a bleeding front, a corruption scandal at the nuclear core of the state, and an unelected president whose political capital is in ruins.

Let’s stop pretending. Ukraine isn’t collapsing because Zelensky “lost touch with reality.” Ukraine is collapsing because its Western handlers never had any to begin with. They mistook their own propaganda for strategy, their own corruption for virtue, and a nuclear armed civilization for a country that could be bled into submission. Now, as Pokrovsk falls, as the desertions surge, as cemeteries overflow, the same elites who armed the fantasy are searching for their fall guy. They will blame Zelensky, their last actor on the stage. They will blame Ukrainians. They will blame anyone but themselves. But history won’t. History will record this war as the moment an empire fed a nation into the meat grinder and called it “democracy” and when Russia, without ever bending the knee, exposed the whole Western project as a spectacular, historic delusion.
