Putin Announces Conditions For REAL Peace Negotiations And Cease Fire
Bideoa: https://www.youtube.com/watch?v=IBF7UpamqxI
Just one day before the start of the so called “Peace Summit” in Switzerland, Vladimir Putin gave a lengthy speech to all the senior staff in the Foreign Ministry. This event also serves as an announcement about Russia’s intentions toward the war with Ukraine. The whole speech was uploaded on the Kremlin’s homepage and an English transcript was added, showing the Kremlin meant this to be addressed also at the West, not just the Russian population.
Putin once again and this time in very clear terms lies out the three things: * Russia is willing to negotiate peace immediately if Ukraine is willing to do so too. * He lays out the preconditions for a cease fire * and he explains Russia’s objectives for a lasting peace that is not just a quick fix but ends the conflict once and for all.
I believe this is a very important speech as it gives us the Russian position as clearly as it gets, and I will therefore share it here with you in English, as we have translated the video, so you can hear the Russian position for yourself.
My own comments will be at the end of the video and the full 80 min speech will be uploaded on this channel shortly as well. But here is Vladimir Putin’s position on Peace in Ukraine as of June 14, 2024:
Transkripzioa:
0:00
just one day before the start of the
0:01
so-called peace Summit in Switzerland
0:04
Vladimir Putin gave a lengthy speech to
0:06
all the senior staff in the foreign
0:08
Ministry this event also served as an
0:10
announcement about Russia’s intentions
0:12
toward the war with Ukraine the whole
0:14
speech was uploaded on the kremlin’s
0:16
homepage and an English transcript was
0:19
added as well showing the Kremlin meant
0:20
is to be addressed to the West not just
0:23
to the Russian population Putin once
0:25
again and this time in very clear terms
0:28
lies out three things Russia is willing
0:31
to negotiate peace immediately if
0:33
Ukraine is willing to do so too he lays
0:35
out the preconditions for a ceasefire
0:38
and he explains Russia’s objectives for
0:40
a lasting pece that is not just a quick
0:42
fix but ends the conflict once and for
0:45
all I believe this is a very important
0:47
speech as it gives us the Russian
0:48
position as clearly as it gets and I
0:51
will therefore share it here with you in
0:53
English as we have translated the video
0:55
so you can hear the Russian position for
0:57
yourself my own comments will be at the
1:00
end of the video and the full 80-minute
1:02
speech will be uploaded on this channel
1:04
shortly as well but here is Vladimir
1:06
Putin’s position on peace in Ukraine as
1:08
of June 14th
1:14
2024 while the West ignores our
1:16
interests and forbids Kev from
1:18
negotiating it hypocritically calls on
1:20
us to engage in some kind of
1:22
negotiations this looks simply idiotic
1:25
on one hand they are forbidden to
1:26
negotiate with us and on the other hand
1:29
we are called to negotiations or hinted
1:31
that we are refusing them this is some
1:34
kind of
1:35
nonsense we live in a sort of Wonderland
1:38
first of all they should start by giving
1:40
keev the command to lift the ban on
1:42
negotiations with Russia secondly we are
1:45
ready to sit at the negotiating table
1:47
even tomorrow we understand all the
1:50
peculiarities of the legal situation but
1:53
there are legitimate authorities there
1:55
even according to the Constitution there
1:58
is someone to negotiate with
2:08
we are
2:08
ready our conditions for starting such a
2:11
conversation are simple and boil down to
2:14
the following I would now spend some
2:16
time to reproduce the entire chain of
2:18
events once again so it is clear that
2:20
what I’m about to say is not a matter of
2:22
today’s
2:23
circumstances we have always adhered to
2:25
a certain position we have always
2:27
strived for peace so these conditions
2:30
are very simple Ukrainian troops must be
2:33
completely withdrawn from the donet and
2:35
luhansk people’s republics Kon and Z
2:38
paria regions moreover I draw attention
2:42
to the fact that this means from the
2:44
entire territory of these regions within
2:46
their administrative borders that
2:48
existed at the time of their
2:49
incorporation into
2:58
Ukraine as soon as Kev announces its
3:01
Readiness for such a decision and Begins
3:03
the actual withdrawal of troops from
3:04
these regions as well as officially
3:06
notifies of the renunciation of plans to
3:09
join NATO an order to cease fire and
3:11
start negotiations will immediately
3:14
follow from our side I repeat we will do
3:17
this immediately naturally we guarantee
3:20
the unimpeded and safe withdrawal of
3:22
Ukrainian units and
3:24
formations we would like to hope that
3:26
such a decision on troop withdrawal
3:28
non-aligned status and the start of
3:30
dialogue with Russia on which Ukraine’s
3:32
future depends will be made
3:34
independently in Kiev based on the
3:36
prevailing realities and guided by the
3:39
genuine national interests of the
3:40
Ukrainian people and not under Western
3:51
directives although there are of course
3:53
significant doubts about this
3:55
nevertheless I want to once again say
3:57
and remind in this regard
4:00
I said that I would like to go over the
4:02
chronology of events once more let’s
4:04
take the time to do this so during the
4:07
events on maidan in Kev in 2013 2014
4:11
Russia repeatedly offered its assistance
4:13
in the Constitutional resolution of the
4:15
crisis which was actually organized from
4:18
outside let’s return to the chronology
4:20
of events at the end of February
4:22
2014 on February 18th armed clashes
4:25
began in Kev provoked by the opposition
4:28
a number of buildings including the city
4:30
hall and the house of trade unions were
4:32
set on fire on February 20th unknown
4:36
snipers opened fire on protesters and
4:38
Law Enforcement
4:45
Officers those who were preparing the
4:47
armed coup did everything to push the
4:49
situation further towards violence and
4:52
radicalization the people who were on
4:54
the streets of Kev during those days
4:56
expressing dissatisfaction with the then
4:58
government were intentionally used for
5:01
their selfish purposes like Canon fodder
5:04
they are doing exactly the same thing
5:06
today conducting mobilization and
5:09
sending people to
5:10
slaughter and yet there was an
5:12
opportunity for a civilized way out of
5:14
the situation back then it is known that
5:17
on February 21st an agreement was signed
5:20
between the then acting president of
5:22
Ukraine and the opposition the official
5:25
representatives of Germany Poland and
5:27
France acted as guarantors of the
5:29
political crisis
5:36
resolution the agreement provided for a
5:38
return to a parliamentary presidential
5:40
form of government the holding of early
5:43
presidential
5:44
elections the formation of a government
5:46
of National Trust as well as the
5:48
withdrawal of law enforcement forces
5:50
from the center of Kev and the
5:52
opposition’s surrender of
5:54
weapons the vov NADA passed a law
5:57
excluding criminal prosecution of
5:59
protest
6:00
participants such an agreement which
6:03
allowed for the cessation of violence
6:04
and the return of the situation to the
6:06
Constitutional field took place this
6:09
agreement was signed although both in
6:11
keev and in the west they prefer not to
6:13
remember it today I will say more about
6:17
another important fact that was not
6:18
previously voiced literally in those
6:21
same hours on February 21st a
6:24
conversation took place with my American
6:26
counterpart at the initiative of the
6:27
American side
6:38
the essence was as
6:39
follows the American leader
6:41
unequivocally supported the Kiev
6:43
agreement between the authorities and
6:45
the opposition moreover he called it a
6:47
real breakthrough a chance for the
6:49
Ukrainian people to prevent the violence
6:51
from Crossing all conceivable
6:54
boundaries furthermore during the
6:56
discussions we jointly developed the
6:58
following formula
7:00
Russia would try to persuade the then
7:02
acting president of Ukraine to behave as
7:05
restrained as possible not to use the
7:07
Army and law enforcement agencies
7:09
against the protesters accordingly the
7:12
opposition would be called to order to
7:14
free administrative buildings so that
7:17
the streets would calm down all this was
7:20
supposed to create conditions for life
7:22
in the country to return to normal
7:24
within the Constitutional and legal
7:26
framework
7:30
[Music]
7:35
overall we agreed to work together for
7:37
the sake of a stable peaceful normal and
7:40
developing Ukraine we fully kept our
7:42
word the then president of Ukraine
7:45
yanukovich who actually did not plan to
7:47
use the Army nevertheless did not do so
7:50
moreover he even withdrew additional
7:52
police units from K and what about the
7:55
Western colleagues on the night of
7:57
February 22nd and throughout the
7:59
following day when president yanukovich
8:01
went to HEV where a Congress of deputies
8:05
from the Southeastern regions of Ukraine
8:07
and Crimea was supposed to take place
8:10
radicals despite all the agreements and
8:12
guarantees from the West both Europe and
8:14
the USA forcibly took control of the rer
8:17
building the presidential Administration
8:20
and seized the
8:27
government and not a single guarant of
8:30
all these political settlement
8:31
agreements neither the United States nor
8:34
the Europeans lifted a finger to fulfill
8:36
their obligations to urge the opposition
8:39
to release the seized administrative
8:41
buildings and renounce violence it is
8:44
evident that such a course of events not
8:46
only suited them it seems that they were
8:49
the authors of the development of events
8:51
in this very Direction already on
8:54
February 22nd 2014 the vova in violation
8:58
of the Constitution of Ukraine adopted a
9:00
resolution on the so-called self-
9:02
removal of the acting president
9:04
yanukovich from the presidency and
9:06
scheduled early elections for May
9:08
25th that is an armed coup provoked from
9:11
outside took
9:18
place Ukrainian radicals with the silent
9:20
consent and direct support of the West
9:23
thwarted all attempts to resolve the
9:24
situation
9:26
peacefully then we urged Kev and Western
9:28
capitals to start a dialogue with the
9:30
people in Southeastern Ukraine to
9:32
respect their interests rights and
9:34
freedoms no the regime that came to
9:37
power as a result of a coup chose war in
9:40
the spring and summer of 2014 it
9:43
launched punitive actions against dbas
9:46
Russia once again called for peace we
9:49
did everything to resolve the acute
9:51
problems within the framework of the
9:52
Minsk
9:54
agreements but the west and the key of
9:56
authorities as I have already emphasized
9:59
did not intend to fulfill them although
10:01
in words Western colleagues including
10:04
the head of the White House assured us
10:06
that the Minsk agreements were important
10:09
and that they were committed to the
10:10
processes of their
10:17
implementation what in their opinion
10:19
will allow us to get out of the
10:21
situation in Ukraine stabilize it and
10:23
take into account the interests of the
10:25
residents of the East instead they
10:28
organized a blade of donbas the Armed
10:31
Forces of Ukraine consistently prepared
10:33
a fullscale operation to destroy the
10:35
donet and luhansk people’s
10:37
republics the Minsk agreements were
10:39
finally buried by the Kev regime and the
10:42
West that is why in 2022 Russia was
10:45
forced to start a special military
10:47
operation to stop the war in donbas and
10:49
protect peaceful residents from genocide
10:52
at the same time from the very first
10:54
days we have been proposing options for
10:56
a diplomatic resolution of the crisis
10:59
I have already mentioned this
11:06
today these are the negotiations in
11:09
bellarus and turkey the withdrawal of
11:11
troops from Kev to create conditions for
11:13
signing the Istanbul agreements which
11:15
were in principle agreed upon by
11:17
everyone but even these attempts of ours
11:19
were ultimately rejected the Western Kev
11:22
took a course to defeat us but as is
11:25
known all of this failed today we are
11:28
making another
11:29
real peace proposal if Kiev and the
11:32
Western capitals reject it as before
11:35
then ultimately it is their business
11:38
their political and moral responsibility
11:40
for the continuation of the
11:42
Bloodshed it is obvious that the reali
11:44
on the ground on the line of combat
11:46
contact will continue to change not in
11:49
favor of the KY of regime and the
11:51
conditions for starting negotiations
11:53
will be different
12:03
let me emphasize the main point the
12:05
essence of our proposal is not about
12:07
some temporary truce or ceasefire as the
12:09
West for example wants to restore losses
12:12
rearm the Kiev regime and prepare it for
12:15
a new
12:16
offensive I repeat it is not about
12:18
freezing the conflict but about its
12:20
final resolution and I will say it again
12:23
as soon as KV agrees to the course of
12:25
events proposed today agrees to the
12:27
complete withdrawal of its troops from
12:30
the DPR and LPR zapia and kesson regions
12:33
and actually begins this process we are
12:35
ready to start negotiations without
12:37
delay I repeat our principled position
12:39
is a neutral non-aligned non-nuclear
12:42
status for Ukraine its demilitarization
12:45
and
12:53
denazification moreover everyone
12:55
generally agreed on these parameters
12:56
during the Istanbul negotiations in
12:59
22 everything was clear regarding
13:02
demilitarization everything was outlined
13:05
the number of this and that tanks
13:08
everything was agreed upon undoubtedly
13:10
the rights freedoms and interests of
13:12
russian-speaking citizens in Ukraine
13:14
must be fully ensured the new
13:16
territorial realities the status of
13:18
Crimea sevastopol the donet and luhansk
13:21
people’s republics and the kesson and
13:24
zapara regions as subjects of the
13:26
Russian Federation must be recognized
13:29
in the future all these fundamental
13:31
principles should be formalized in the
13:33
form of fundamental International
13:35
agreements naturally this also implies
13:38
the lifting of all Western sanctions
13:40
against Russia I believe that Russia is
13:43
offering an option that will
13:44
realistically end the war in
13:52
Ukraine in other words we call for
13:55
turning a tragic page of history let it
13:58
be difficult and GR ual step by step but
14:00
it is necessary to start restoring
14:02
relations of trust and good
14:04
neighborliness between Russia and
14:06
Ukraine as well as in Europe as a
14:09
whole by resolving the Ukrainian crisis
14:12
we together with our partners from the
14:13
CST and SE who are already making a
14:16
significant contribution to finding ways
14:18
for peaceful resolution as well as with
14:21
Western including European states are
14:24
ready for dialogue we could begin the
14:26
fundamental task that I mentioned at the
14:28
beginning of my speech namely the
14:30
creation of an indivisible system of
14:33
Eurasian security that takes into
14:35
account the interests of all states on
14:37
the continent without
14:45
exception of course a literal return to
14:48
the security proposals we put forward 25
14:51
to 15 years ago or even two years ago is
14:54
impossible too much has happened
14:56
circumstances have changed however the
14:59
basic principles and most importantly
15:02
the very subject of the dialogue remain
15:04
unchanged Russia recognizes its
15:06
responsibility for global stability and
15:09
once again confirms its Readiness to
15:10
engage in discussions with all countries
15:13
but this should not be a simulation of a
15:15
peace process aimed at serving someone’s
15:17
selfish will someone’s selfish interests
15:20
but a serious thorough conversation on
15:22
the entire range of Global Security
15:25
issues dear colleagues I am confident
15:27
that
15:36
you all understand well the large scale
15:38
tasks facing Russia how much we need to
15:40
do including in the field of foreign
15:43
policy I sincerely wish you success in
15:46
this difficult work of ensuring Russia’s
15:48
security our national interests
15:50
strengthening the country’s positions in
15:52
the world promoting integration
15:54
processes and bilateral relations with
15:57
our partners for it part the state
15:59
leadership will continue to provide the
16:01
Diplomatic service and all those
16:03
involved in the implementation of
16:05
Russia’s foreign policy with the
16:07
necessary support once again thank you
16:10
for your work for your patience and
16:12
attention to what has been said I am
16:15
confident that we will succeed together
16:18
thank you very
16:23
[Applause]
16:26
much so I think a few points are
16:29
important to note about Vladimir Putin’s
16:31
speech uh first of all that he
16:34
differentiates between different stages
16:36
of what he clearly sees as a process he
16:38
mentions it at the end this is this will
16:40
take time and the this cannot be all of
16:44
it cannot be achieved in one instance
16:46
but he clearly thinks of this as a
16:48
process and uh he is willing to talk
16:50
immediately as long as there’s somebody
16:52
to talk to on the Ukrainian side so
16:55
let’s remember that there’s still a
16:56
decree from the from Vladimir selinski
17:00
that forbids the president from
17:01
negotiating with Ukraine on the other
17:03
hand the interesting thing is that he
17:05
also Vladimir Putin seems to allude to
17:08
the competent authorities in Ukraine and
17:11
that they are still competent
17:12
authorities constitutional what he meant
17:14
with this is of course that volodimir
17:17
selinski term as president has come to
17:20
an end I think this is quite clear in
17:22
the Russian thinking that the Russians
17:24
don’t regard him anymore as the
17:25
legitimate constitutional president of
17:28
Ukraine but at the same time saying that
17:30
there are others that we can negotiate
17:32
with I don’t know who exactly he’s
17:33
thinking about whether he’s thinking
17:35
about the the the foreign minister or if
17:37
he’s thinking about the uh well lated
17:40
diplomats in the foreign Ministry of
17:41
Ukraine or the Parliament and that would
17:44
be a natural a natural place to go right
17:46
that the parliamentarian delegation
17:49
might be able and Parliament would be
17:52
obviously the one who would ratify any
17:55
kind of agreements and therefore
17:57
negotiate directly with the legislative
17:59
branch I don’t know exactly what’s going
18:01
through his mind but um he clearly
18:03
thinks that the as soon as the as there
18:06
is a Ukrainian counterpart willing to
18:08
discuss uh Russia will do so and
18:11
secondly though that in order to get to
18:13
a ceasefire um he would demand that
18:16
there would be a retreat from these uh
18:18
four oblasts that the Russians are that
18:22
are still Eng engaging in um in in
18:24
Warfare with um especially K and zisha
18:27
which are not on on complete control of
18:29
of Russia I mean also the other um
18:31
others um net and lugansk there’s not
18:33
complete um Russian military control he
18:35
says if they Retreat then we stop the we
18:39
stop the fighting and we stop so
18:40
immediately and we will um if we have an
18:42
agreement on this we will also um let
18:45
the the Ukrainian forces Retreat without
18:47
without firing at them right um this
18:50
though is then only the a ceas fire that
18:53
he envisions the on the the third part
18:56
then would be in a peace agreement and
18:59
this agreement to me is really the most
19:01
important thing because it lays out um
19:03
the visions of the Russians for a for a
19:07
solution of the conflict and we know
19:09
that we now in Switzerland probably
19:11
going to get something like a West
19:15
Western position or a Ukrainian position
19:17
what they want and we know the peace
19:19
this Ukrainian peace formula which is
19:21
basically a a
19:23
capitulation from from the Russians
19:26
Retreat from all territories including
19:28
from from Crimea and um war criminal
19:31
tribunal against the Vladimir Putin and
19:34
and the other uh the others in Russia
19:37
the people who are basically sitting in
19:38
this room um so I still have to hope
19:42
that something more reasonable will come
19:44
out of the of the Swiss peace Summit
19:46
that can actually that can actually
19:47
serve as some form of actual negotiation
19:51
uh negotiating position but here what
19:53
Vladimir Putin lays out is is Russia’s
19:56
negotiating position and it and what it
19:59
once this is to me not necessarily all
20:02
of this will come will come through this
20:05
this is what what um Vladimir Putin is
20:07
willing to to to negotiate about so as
20:11
soon as you as you indicate that there’s
20:13
something negotiable you know that there
20:15
are there are somehow moving lines but
20:18
the the basic premise is very very clear
20:22
and it’s these uh it’s really the the
20:26
neutral and non-aligned and non nuclear
20:29
status of Ukraine so this that he that
20:32
he combined these three terms together
20:34
was was quite interesting to me um that
20:38
he even he differentiates between
20:40
neutrality and and non non-alignment but
20:42
he wants both of this it’s just utterly
20:44
clear no NATO membership and no um no uh
20:49
military alliances with any any outside
20:52
force but that means also no military
20:53
alliance with Russia right so Ukraine
20:56
you remain as a buffer the way that this
20:59
was Envision in in envisioned already
21:01
two years ago in the eastanbul agreement
21:03
so um this one is is the is the core of
21:07
everything the rest of where uh what
21:11
exactly then also happens with the
21:12
regions I have this strong feeling that
21:16
there is that there’s negotiation room
21:19
there because did you notice that
21:20
Vladimir Putin actually referred to
21:22
donet and lugansk as the people’s
21:24
republics he didn’t refer to them as uh
21:27
Russia’s region of regions of donk and
21:29
lugansk which under the the Russian
21:31
Constitution now they’re considered um
21:34
he he he says of course they are they
21:36
are now part of the Russian State
21:38
territory but the fact that he still
21:39
refers to them as the people’s republics
21:41
which was the status um before the
21:45
incorporation into Russian State
21:46
territory that that kind of seems to
21:49
hint to me that there is some sort of
21:52
negotiation room there now
21:56
um I want to say that I cannot look into
21:58
Vladimir Putin’s head and I do not I do
22:00
not exactly know what what the the the
22:02
Russians would be willing to uh to do or
22:05
not especially now that they have the
22:07
military upper hand but it is pretty
22:09
clear that in this speech let mean Putin
22:12
wishes for peace right it is clear that
22:15
he that there is a Russian wish to end
22:17
this Bloodshed but not at all in any
22:20
costs right so
22:23
the the question is can the process
22:27
start that will first lead to the
22:29
ceasefire and then secondly lead to
22:32
Serious negotiations um that then will
22:34
also be verifiable very a verifiable end
22:38
to this um process and but it would be a
22:42
a gradual process out of War that’s
22:44
that’s how he sees it um unfolding a
22:48
literal return to this eastanbul
22:49
agreements is not possible he says but
22:51
it can serve as a basis of negotiation
22:54
and this is
22:56
interesting exactly the things that we
22:57
have heard before we’ve heard it in the
22:59
taker Carson interview we have we’ve
23:00
heard it um since the tuer Carson
23:03
interview several times that Istanbul is
23:05
still something that can serve as a
23:07
beginning not as an end but as a
23:08
beginning uh to to talk with to talk to
23:12
each other um and of course the
23:15
demilitarization and denazification
23:17
meaning getting rid of these a of
23:19
Battalion people and and uh getting back
23:23
to a constitutional order uh in in
23:25
Ukraine that is obviously also something
23:27
that um that is uh that that Russia
23:30
demands in order to make this also
23:32
predictable what’s happening there uh
23:34
but here we’ve got it in 2024 we’ve got
23:37
the we’ve got again an offer for actual
23:42
negotiations from the Russians on the
23:44
table so the question is uh why can the
23:48
collective West and Ukraine not take
23:51
this and say yes okay let’s sit down and
23:55
uh the only answer to that is that
23:56
they’re the ones who still think that
23:59
there’s more to win through War than
24:01
through peace because Vladimir Putin
24:02
seems to think that through negotiations
24:04
you can win more uh or you can you can
24:06
end this whereas the West seems to
24:08
believe that only um with uh with
24:10
military power you can end it uh let’s
24:13
see uh how this will play out also with
24:15
what comes out of Switzerland in the
24:16
next couple of days
