NIGER PIPELINE: EUROPE’S SALVATION?

You may have noticed the West is quite worried about Niger’s new, post-coup direction. When you filter out all the noise about ‘defending democracy,’ there could be a lot more self-interest at work than many realise.

Sure, we’re all up to speed on France’s energy interests and US military interest in the country. But there’s also a new gas pipeline project – a key segment of which runs through Niger – that Europe’s pinned a lot of hope on.

Clayton Morris, the host of Redacted, argues here that it was supposed to come to the rescue after war and the Nord Stream explosion made Russian deliveries a no-no. US companies have a lot of money tied up in the project as well. It certainly puts much of the condemnation coming from the EU and Washington in a new light.

“Approximately 2 months ago, under pressure from the West, Ukraine decided to launch a decisive counteroffensive against our positions, aiming to demonstrate that the Ukrainian armed forces are capable of inflicting defeat upon us.

Since then, they have suffered significant losses and have not made any progress.

<…> The losses for the Ukrainian armed forces currently amount to 700-800 individuals per day.

Over the course of 2 months, they have lost 46,000 military personnel.

These are substantial figures, and we can observe that the Ukrainian counteroffensive is yielding virtually no practical results.

A considerable amount of their own equipment, as well as Western equipment, up to 30%, has been lost.

<…> Russian forces in the northern part of the Lugansk region continue to hold positions that were previously held by Ukrainian forces.

*Economics 101* – my take, as described by #MMT

1. An ‘economy’ begins with a *monetary system* – that a Gov creates as a matter of law.

In the beginning… – Gov mandates by law that taxes will be due from the private/non-Gov sector, typically as a % of earnings or asset value growth, to be paid ~12 months in the future, payable only in the Gov’s unit of account/issue.
To provision itself, & provide the non-Gov sector with the means to pay future taxes, Gov must spend money (currency) into existence, *first*.
Therefore, the primary driving force creating a money ‘economy’, is the (monopolist) issuer of the currency/unit – aka Gov. Whose unit thus automatically (& empirically) becomes the unit of account in ~99% of trade in goods & services transactions in its jurisdiction. (Proof of ‘force’.)
Contrary to the mainstream (mass fraud) view that Gov is dependent on the ‘money’ units gathered from the non-Gov sector, in order to spend – the reverse is true, non-Gov sector is subsidiary to Gov.
Further proof that Gov/currency issuer is the *driver*, & ‘price setter’, not ‘price taker’, is Gov’s unique ability as counter-cyclical actor, where the non-Gov sector acts pro-cyclically. The driving force can act in both up and down directions, non-Gov sector can’t initiate either, with any forcing comparable to Gov’s.
Also as the *price setter* monopolist, Gov sets the general price level, in prices it agrees for what it purchases itself in goods or services. (Direct labour, significantly.) All other prices are relative to it, together with any changes to prices Gov makes (or does *not make* – eg. in response to Corporate pricing choices.)
The only constraint on the overall real output of an economy, driven by its Gov (in its unit of issue), with the above understanding/framework, is not ‘money’ – but solely the ‘real resources’ available or producible to order. Note that this ‘constraint’ is in practice constantly expanding – & also significantly affected by Gov policy choices, especially in investment.
Logically, and socially, all labour that desires to work in exchange for units of account, should have an opportunity to do so. Labour is our most efficient, least resource depleting/polluting device of production. Because we all need to eat & live somewhere, using resources, whether we work in common production of them, or not.
Therefore, unless we choose to regard some people as disposable, or not worthy of life, all of us should have the *opportunity* of paid work, if we desire it. Maintaining full voluntary employment, in the (monetary) economy, at ~all times, is de facto a good thing if we care about our ‘common humanity’ (aka our ‘eusocial’ brains’ hard wiring, inclined to empathy, wherever possible, & damaging to us mentally, if not).
MMT’s new paid voluntary sector Job Guarantee scheme is an optimal control mechanism to provide most timely acting voluntary full employment, & regardless of other Gov policy choices. Automatically absorbing any or all those unable – for any reason – to find suitable opportunity in the normal civil service or private sectors offering work, at wages & conditions on offer/incumbent. Gov pays the bill, at fixed minimum wage rate level, with an overhead % to local Gov/community orgs who administer the scheme’s offers & hiring.
As a consequence of Gov’s currency issuance & law making monopoly –

a. ‘There is no financial crisis so deep that a sufficiently large tax cut or spending increase cannot deal with it’ – Mosler’s Law

b. ‘All markets are creatures of government’ – Nathan Tankus & others.

What more d’you need to know to structure your demands of Gov policy choices (& candidates for office), except to work out your budget needs (or saves) in ‘real resources’ terms? Labour, materials, productive capacity, pollution, recycling, re-use.

Govs can always make the ‘money’ whatever overall budget in ‘real resources’ terms is deemed physically feasible. And preferably via a meaningfully democratic process of deciding our priorities within it.

Mali cancels Air France flight permit

Mali has revoked Air France’s permit to fly between Paris and Bamako after the carrier suspended operations to and from the country over regional instability.

The Malian authorities said the suspension breached the terms of its permit to operate the route. In a letter addressed to Air France, the National Civil Aviation Agency said the company had not provided notice and caused “inconvenience to passengers”.

“This failing entails the cancellation of your flight operating permit” for the summer season extending to October and other airlines could use the route, it added.

The agency asked Air France to submit a new flight programme before it could resume the service.

Black Sea Grain Initiative / Russian grain supplies to Africa

“The grain deal we entered into about a year ago consisted of two parts. One was the so-called Black Sea Initiative. Grain shipments from Ukraine were intended for Africa but ended up mainly in Europe and other developed countries.

The second part of this deal was a memorandum of understanding between Russia and the United Nations, outlining a set of conditions that would remove obstacles to the supply of Russian food, grain, and fertilizers. This was a crucial condition, and there were quite a few conditions to be met. They mainly involved removing obstacles related to freight shipping, ship insurance, the ban on supplying spare parts for agricultural machinery operating in Russia.

Hence, we had every reason to exit the deal until our conditions were met. By the way, another condition was the supply of fertilizers through the ammonia pipeline from Tolyatti to Odessa.

The Ukrainian side simply sabotaged it, and that’s why nothing could work out here. Nevertheless, over the past few months, we have adapted somewhat to the possibilities of exporting Russian grain.

Recently, there was a deal with Egypt in which we supplied 300,000 tons of wheat at a price at the lower end of the market.

We will continue these shipments. Last year, we supplied about 11 million tons. Many of them went to Africa.

In these first six months, we’ve already supplied 10 million tons and will continue to work with countries that have a greater need for this, primarily in Africa.

This is not like the Ukrainian part of the grain deal, where all the grain went to Poland, Romania, Bulgaria, and Hungary, and now there’s a ban on supplying that grain there.

A significant imbalance is occurring. We are in favour of a fair resolution of this matter.”

On August 17, at the Richard Nixon Presidential Library in California, I will unveil my comprehensive foreign policy vision, including on Russia, China, Taiwan, India, and other Asian nations: shifting from “liberal hegemony” to the Modern Monroe Doctrine. Amid all the changes happening in the Sahel, one figure stands taller than many others – Burkina Faso’s leader, Ibrahim Traoré. His youth, his energy, his Pan-Africanism, his revolutionary zeal, his military fatigues and beret – all mark him out. But these attributes are strongly reminiscent of another charismatic Burkinabe leader – the man who gave the country its name under his revolutionary leadership, Captain Thomas Sankara.

We don’t know if Traoré also has a penchant for playing the electric guitar and composing national anthems like Sankara did, but in terms of political will and Pan-African vision and determination, he’s the re-embodiment. Alas, Sankara and his cause were betrayed when he was assassinated in 1987. Will Ibrahim Traoré be allowed to push ahead with his transformative policies for the region, like his federation with Mali and, it’s hoped, Niger and Guinea?
